description This research aims to determine women's participation and to analyze factors that influence women's participation in flood disaster management in Ngawi Regency. Women as the majority of flood victims in Ngawi Regency are becoming the main consideration of this research. However, local government does not have a program that aims to increase women's participation and capability in disaster management so that the involvement of women in Ngawi Regency�s disaster management becomes disorganized. The design of this research is descriptive qualitative. This research depends almost exclusively on interviews and secondary data. Primary data collected from group discussion, key informant interview, structured interview, as well as field observation. Secondary data will be obtained by literature study and institutional data analysis. The research is conducted in Purwosari Village of Kwadungan District and Ketanggi Village of Ngawi District. Both location were selected purposively based on the highest level of their vulnerability to flood disaster. However, there is a different community characteristic between those two village. Purwosari Village is a rural area. In the other hand, Ketonggo Village is a capital area of Ngawi Regency. The results showed that women's participation in the handling of floods in the two area are very high related to the involvement of reproductive roles, productive roles, and social roles in society. A unique women participation in flood disaster management was showed in Purwosari Village. There is a gap between in informal women initiative and formal program of local government. The high participation of Purwosari Village women in informal initiative is influenced by social capital in the community. In the other hand, the low participation of those women in formal program of local government is influenced by the leadership style of the Purwosari Village chief which do not give an opportunity for women to get along the program. Furthermore, women�s participation in flood management in Ketanggi Village seems equal both informal and formal activities. The high initiative participation is influenced by social capital as well as the leadership style of Ketanggi Village chief. Social trust, norms, and social networks in communities encourage women to establish their initiative in disaster management. The leadership of Ketanggi village chief led to women motivation to get involved in planning and implementation of flood disaster management both formal program as well informal initiatives. In short, local government should increase the involvement of women in flood disaster management and strengthen its institutional capacity. Hopefully, institutional capacity building will facilitate the high women involvement in flood disaster management.
