description | The employee performance of the Education Department has a
bad image especially its Human Resource Department. The causes
are the lack of quality of recruitment during the UNTAET era up to now
and the lack of the human resource itself.
The research has objectives especially in describing the work
performance and the factors caused the poor quality of human
resource work performance.
We have to know how to deal in managing the function which
must be applied to boost the work performance of the civil servants of
Education Department in Timor Leste, especially, the Human Resource
Department. The purpose is to make the better environment of work.
This research will be conducted to create a system of work
evaluation which involves the workers. The method used is qualitative
using descriptive approach. The data used are: a. Primary data, the
data gained directly from the object of the research based on the
answers having significance to the focus of the research, b. Secondary
data, the data gained from the literatures related to the worker
performance in human resource department, c. Observation result, the
data gained from the direct observation in the field which are the
empirical data contain the disloyal staffs and the lack of facilities in the
human resource department in Timor Leste.
The result of the research shows that the work performance of
the Education Department is bad in quality, especially its human
resource department both in terms of the education, motivation,
leadership, recruitment, selection, development, compensation, and
promotion.
In order to increase the work performance of the human
resource department in the Education Department of Timor Leste, the
local and international training and courses are conducted for the
staffs. |
