Summary: | Some poverty elimination programs that have been done in Papua were
not integrated, directed, and continuous, so Kampong Development Strategic Plan
program (RESPEK) was developed to eliminate poverty. RESPEK program was
done based on participative development principle. Eventually, the done program
should be compared with the program concept. The question is whether RESPEK
program carried out in North Batanta district of Raja Ampat regency has accorded
to its concepts. RESPEK program in Papua started in 2007, while in North
Batanta district of Raja Ampat regency it was also done in 2007. Implementation
of RESPEK program in the district was done in four kampongs � Yensawai Barat,
Yensawai Timur, Arefi Timur, and Arefi Barat. The aid was allocated for physical
infrastructure development that supports society social economic activities.
Based on the problem, a research on impact of RESPEK program
implementation in North Batanta district of Raja Ampat regency have done to
evaluate implementation of the program, in term of physical program, productive
economic program and people capacity building that are components of RESPEK
program.
The research indicated that RESPEK program in North Batanta district of
Raja Ampat regency has run according to the program�s principles. RESPEK
program implementation that was based on decentralization, openness, poor
people involvement, women involvement and sustainability allowed achievement
of the program goal of people capacity building in North Batanta district of Raja
Ampat regency. The program also built physical infrastructure that support people
social economic activities in form of concrete road, coastal wall, and power
generator. Although the program has not changed significantly poverty level in
the district, it has encouraged better life and slowly, but certainly, achieved its
goals. Eventually, RESPEK program done in North Batanta district of Raja
Ampat regency since 2007 should be kept as an empowerment and participative
based development program.
