Some values as eficiency, transparancy, accuntability and participation are more easily to be implemented and more easily to be detected in public service area. More over, the public service has something to do in good governance because all of parts of governance that are public official, civil society and bisniss sector hold out the same interest, the well quality of public service. So to answer the question if Yogyakarta Local Ombudsman has had capacity to realize good governance is by analyse Ombudsman in it�s task to implementate his functions.1 This research aimed at identifying the implementation of Yogyakarta Local Ombudsman�s function to promote good governance. It also identifying the relationship between the content of regulation and its possibility of obtaining good governance by improving the mechanism of public service. To focus it�s result , the research emphasizes on the questions if the local Ombudsman�action have been efectiffely make improvement in public service. The research was conducted by analysing some documents, both administrative documents and the case documents, also by interview with respondens that consist of some person who had filed their complaint to Yogyakarta local ombudsman. To analyse data, there are many steps. First, the legal document, it�s called primary data, was analysed. This primary data were still needed to support secondary data due to the concepts which further explanations and addititional information from key informant, who are competent and know well about the object of the research. The research result shown that the obstacles on legal formulations and the shortage of power brought results in ineffective and not optimum protecting the people�s right, especially the right to access the well public service. However, in order to obtain the effectively fuctions of local Ombudsman, the research suggested that some contens of regulation should be reviewed. That are the article on pers participations in distributing information about both the case development and recommendations. Also, the article on the right to take investigation without the report of the person, so Ombudsman can take his own initiative to investigation. And finally, the legal foundation of building the Yogyakarta local Ombudsman, in the next time, need to be taken into consideration, to give the more powerfull both in legal and moral.
