Summary: | Conflict is a social situation that often occurs in communities caused by the youth,
especially those involved in a martial arts organizations in Timor-Leste. The conflict arises
because of the dispute, dissent and social then boarded by political elite who have certain
political interests to gain power in elections.
Timor-Leste is a new country in the world just out of the post conflict that occurred
from 1975, 1991.1999 and 2006. And one of the disturbing conflict Timor-Leste's people's
lives in particular and the State in general is the conflict between martial arts groups existing
in East Timor. The trigger of the conflict were the youth who became one of the group martial
arts organization in East Timor because of differences in opinion and understanding adopted
by each organization, who wants to be the best and fittest and not budge from one
group with other groups and also for reasons of social envy.
PNTL (Policia Nacional de Timor Leste) is a state institution in charge of maintaining
security and stability of Timor-Leste Country (Republic Democratic de Timor Leste) has the
responsibility and obligation to resolve any problems that occur in this country including
the conflict between self-defense groups that occurred during this. PNTL law enforcement are
required to provide protection against the people of Timor-Leste and the action against
the trigger of the conflict based on the applicable law. The method used in this research is
descriptive qualitative method. The data obtained through observation, interview and
documentation in the field of research on the implementation of policy strategies of conflict
resolution martial conducted by the PNTL in particular the operational commander and the
unit UPC,UISP and UIR and most people who become victims of the conflict between selfdefense
groups that occurred from 2006 until now.
From the results of existing research shows that the Strategy Conflict Management
Policy by the PNTL in particular the Operational Commander and the three units that exist to
solve the conflict between the Self-Defense Group of adequate s elf-defense because of
conflicts from 2006 to 2010 dropped dramatically in 2010. Recommendation: The conflict must
be stopped and the government should improve the ability of the PNTL, as well as
support facilities are adequate to support operations in the field. There should be an internal
regulation to set the organization's self-defense groups in Timor-Leste.
