Summary: | The most important objective of this research is to explain the dynamic of
the implementation of Sosek Malindo agreement and at the same time attempting
to measure the degree of compliance of each party. Moreover, the research tries
to analyze the failure of regime in creating a compliance mechanism, and its
implication to the implementation of agreement and compliance behavior of
actors.
In order to answer the research problem, the use of international regime
theory and the theory of compliance is needed. International regime theory in this
study is intended to explain the dynamic of Sosek Malindo agreement. Meanwhile
the theory of compliance is used to measure the degree of compliance of each
party and it enabled to analyze the procedures/mechanisms and strategies for
managing the deal. Methodologically, the type of this research is field research. It
is using qualitative data analysis techniques. While the method of data collecting
through in-depth interview for primary data and library research for secondary
data.
The research find out that Sosek Malindo regime has failed to create a
compliance mechanism. The failure was caused by several factors, among others:
the limited authority of the actor, the factor of interest, Sosek Malindo regime that
does not use persuasive methods. This condition is then has implication to the
implementation process of the agreement and the degree of compliance.
