Summary: | Tirta Dharma Water Company of Kota Manggar Regency of Belitung Timur is
a regional water company with a goal to provide clean water for the people,
especially in Kota Manggar area. The company was established in July 2006 as a
result of area company division. Current condition of the company shows that
many costumers are giving complains on its service quality, especially in physical,
biological, and chemical aspects. During the peak hours, the company often fails
to fulfill water demand quantity and can only provide low continuity. On the other
hand, it is common that people supply their own water demand independently, by
using shallow wells, regular wells and surface water.
Based on questionnaire results given to customers and management upon the
company service, different perspective is shown by each party. It can be identified
that customers value the company service as unsatisfactory, while on the other
hand, the management values its service as quite satisfactory. Also there are 71%
costumers who are willing to pay higher than the current cost. Results of this
study using SWOT analysis show that strategic position of the company is
located in quadrant III indicating that Tirta Dharma water company of Kota
Manggar has quite large market opportunity. But on the other hand, it has to cope
with several constraints or internal weaknesses. In such position, strategic
recommendation given is rationalization/stabilization or turn-around strategy.
The focus is by minimizing internal problems in order to gain better market
opportunity .
The steps of turn-around strategy for Tirta Dharma water company of Kota
Manggar are taken by referring to balanced scorecard analysis method based on
four existing perspectives (financial, customers, internal business process, as well
as learning and growth process) formulated in lag and lead indicators and strategy
map to the strategic goal and initiatives. Clean water distribution network
development of Tirta Dharma Water Company of Kota Manggar should consider
existing condition and potentials of the company and Kota Manggar such as
natural factors (hydrology, topography and geology), social-political factors,
policy factors, as well population and area development factors.
