Summary: | This study aimed to analyze the implementation of the important factors of
land and building asset management and asset management strategies that need to
be implemented by the Government of Indragiri Hilir regency. This research used
purposive sampling technique with the sample of 39 respondents. The variables
used in this study were the Minister of Home Affairs Regulation No. 17 year 2007
on Technical Guidelines for Man e Region. The Analysis tool to

e the level of importance and performance of the implementation of the
key factors of land and building asset management (Martilla and James, 1977). To
answer the second question, it used SWOT analysis (Freddy Rangkuti 2006) to
formulate strategies that could be implemented by the District Government of
Indragiri Hilir in managing land and building assets. The result obtained from the
level of importance was the variable of legal clarity process to the land and
buildings assets that was considered very important by the respondents with a
mean of 4.4359 and mode 5 (very important). It was considered very important
because it can reduce the legal problems of land grabbing and use of buildings by
unauthorized parties. Another important variable was the supervision and
maintenance of land and building assets that had been performed well and
periodically (regular) with a mean of 4.2821 and mode 4 (important). From the
level of performance, the best performance rating was after the budget was
determined, the list of local property and property maintenance needs was the
basis in the implementation of the procurement and maintenance with a mean of
3.9744 and mode 4 (good). The variable with adequate performance and was
ranked last was the involvement of the third party (private) and community
(partnerships) in the utilization of land and building assets with a mean of 3.0513
and mode 3 (adequate). SWOT Analysis Results obtained several strategies such
as: human resource development and the utilization of land and buildings assets
by involving the private sector in Public Private Partnership framework so that the
utilization of the assets could be optimized. In addition, it is necessary to analyze
the feasibility study and highest and best use of the assets to minimize the idle
land and buildings.
