Summary: | 7,6 SR Padang Pariaman tectonic earthquake which happened in Province of West
Sumatera on September 30, 2009 at 17.16 WIB had destructed some parts of the
province. Even some areas of Padang was close to ruin. Later, in order to apply disaster
management including the matters of aid distribution based on Peraturan Pemerintah
Number. 21 / 2008 � about disaster management, non-department of Badan Nasional
Penanggulangan Bencana (BNPB) �National Agency of Disaster Management - was
established. The agency�s duties were administering and coordinating all matters related to
disaster management and emergency-status handling in national level. However, the
action was regulation-based. To apply the equal action in level of provinces, Badan
Penanggulangan Bencana Daerah or called BPBD (Provincial Agency of Disaster
Management) -farther in the level of city and regency- were also established. In fact, the
set duty of the institution did not work as expected especially to aid distribution. The action
seemed working unsystematically and with no well-ordered as many wrong steps found.
Starting from the explanation above, researcher was interested in examining �How
was the Disaster Management Implemented by the Government of Padang in Case of the
Coordination Inter-Institution in Managing and Distributing the Earthquake Aid to The
Society in Padang�.
To make easier and to direct it to the purpose of research, the researcher is
applying the technique of coordination with the approach of management process. Both
are selected because of the role as the function that integrating all organization process.
Later, the coordination is taken in each process of management, they are : Coordination in
Planning, Coordination in Organizing, Coordination in Staffing, Coordination in Directing,
Coordination in Controlling.
Based on the things mentioned, to answer the problem and get the true result, the
researcher conducts the research by using descriptive method, that is describing the found
which is taken from monitoring, deep interviewing, and studying document, then applying
qualitative analysis. The found are presented in the form of descriptive analysis by hope
they can visualize the description close to the reality. The efforts to implement such wellcoordination
in disaster management, in case of aid distribution in Padang, are supposed
not optimal and sluggish-rated. For it, the government has to reevaluate the performance
of disaster management especially to the method of coordination. Thus, the action to
overcome disaster problem can run better for the future.
