Summary:Yogyakarta is potential to be an environment-friendly city. Moreover, in its documents of development planning, it quoted an environment-friendly vision. Vision is usually taken for granted as a slogan with neither further direction nor actions. Therefore, the research aims to discover how the environment vision manifested itself in the policies, programs, and actions of city of Yogyakarta. The qualitative research method was used to analyze the data. The researcher observed the relevance of environment vision to policies addressed in Local Mid-Term Development Plan (RPJMD) and Local Action Plan (RAD) on Environment Quality Enhancement and RAD on Economic Growth and Local Income Enhancement. A city with environtmental vision should refer to concepts of natural environment, sustainable development, and city management. The achievement of environment-friendly development should also quote good planning as being ruled in the development planning concepts, in which one of them is the strategic planning management. The analysis of this thesis is divided into four parts. First, in terms of planning process and document technical writing, the data show the environment spirit has emerged in the planning. However, the documents themselves show many mistakes and errors that lead the researcher to judge that the planning and the writing of the documents were not seriously and carefully handled. Moreover, the policy planning seemed not to address people�s need and was not oriented to long-term planning. Second, there are adequate regulations related to environment that support the environment vision. On the other hand, the spread of its information and the law enforcement were lack of integrity. Third, substantially, the relevance of environment vision to policies, programs, and actions can be classified as: 1. environment policies consistent with programs and actions
