Summary: | In the era of regional autonomy, local governments are required to propose
fundamental changes in managing the area. It required a real effort systematically
and comprehensively in managing the area in the future. Asset management
should be handled propessionally and modernly by promoting good governance.
On the one side is expected to increase confidence in the financial management of
the state for society. Regulation of the Minister of Home Affairs No. 17 of 2007
on Technical Guidelines for Management of Areas is a new paradigm in the
management of state property / assets of the state, which has brought new
optimism in the structure and management of state assets more properly,
accountably and transparently.
This study analyzes the problem of have much land and buildings which are
not certificated yet.Land and buildings have not been optimized yet so that they
become idle. The aim is to analyze the factors causing land and buildings wich are
not certified yet, analyzing the perception of many idle fixed assets (land and
buildings) owned by the Government of East Flores. Source data used are primary
and secondary data. Primary data was obtained from respondents (Civil Servants)
involving in the management of local goods from 18 regional work units. The
variable used is the planning, administration, increased productivity, increase
guidance, supervision and control. Total sample are 94 with a purposive
technique.
In analyzing the data researcher found that the area of land and buildings
owned by the Government of East Flores Regency (2685178 m2) in which land
and building assets that have a risk of lost 1,594,130 or 59.36 percent
