description Reform of local government bureaucracy can be interpreted as a realignment of the organizational structure of local government. In this case, the embodiment of bureaucratic organization is capable and responsible is absolutely necessary to achieve good governance in the region. Good governance is not limited to adequate government capacity, but include rules that create a definite legal framework, work effectively, efficiently and proportionately in implementing public policy. The implication is that public service organizations will be managed in a transparent, participatory and accountable. This thesis will analyze the formation of the organizational structure of local government in Belu district, namely the Department of Transport, Communications and Information Technology, which is the result of a merger of the Department of Transportation, Department of Information and Communications, Office of electronic data processing, after the enactment of Government Regulation No. 41 of 2007. The argument that is built up that the formation of the organizational structure of local government in Belu district, because the mandate of the Government Regulation No. 41 of 2007 and not through a rational and comprehensive review of the vision and mission of the organization, duties and functions, organizational structure of the old and the availability of human resources. From the results of research in the Department of Transportation, Communications and Information Technology, especially about the vision and mission, duties and functions, organizational structure of the old and the availability of human resources, it was found that the merger of three institutions simply because the area following the will of a higher institution in this regard central government, so it is not surprising that the implementation of Government Regulation No. 41 of 2007 in this area only "perfunctory" so do not get punished. When examined objectively, merging the Department of Transportation, Department of Information and Communications, Office of Electronic Data Processing in the Department of Transportation, Communications & Information Technology is a step backward Belu district governments in the period of information technology. However, researcher also found a positive side that there is a reduction of the structure and significant budget savings. But when we look at from the perspective of effectiveness and proportionate, it appears there are some basic functions are reduced when combined, especially in the field of transportation in connection with the implementation of the district transportation function in the border region of the Republic of Indonesia and the Democratic Republic of Timor Leste. Therefore, the researcher made the recommendation that the merger of the Department of Transportation, Communications and Information Technology Belu district needs to be revisited and make arrangement of the structure into two departments namely the Department of Transportation and the Department of Communication and Information (merging the Department of Information and Communications, and Office of Electronic Data Processing ), so that main tasks and functions that are lost in the old organizational structure to be held again for the betterment of the region and improve the quality of social services in Belu district.
