Summary: | From the regional autonomy point of view, regional expansion is a method to
improve the quality of public services. But, in some cases, new problems arose from
regional expansion. The local society did not experience differences or quality
improvement of public services. Those problems now arise side by side with the
displacement of the Northen Maluku Province, while most of people in Sofifi hope
enhancement status of Sofifi to be a new autonomus region.
By using qualitative method, this research will try to analyze the pretention
phenomena of regional expansion and the establishment of a new autonomous region
in Sofifi. The analysis of the feasibility of the establishment of a regional autonomous
Sofifi in this research will be based on decisive criteria of New Regional Autonomous
Establishment Policy. The criteria that will be used in analyzing the problems are
modification and combination from some theories and criteria, such as Government
Regulation number 78 of 2007 about the establishment, abolition, and merger of
regions. In the concept of Sofifi becoming a new autonomous region, the most
important things that must be prepared are adequate infrastructure and suprastructure
and the capability of the region's economy. These are very important because they are
supporting factors in providing better public services.
By assessing the condition of Sofifi with rational considerations, this
research concludes that the establishment of an autonomous region in Sofifi seems
premature. The requirements for a new autonomous region in Sofifi do not meet with
the conditions, such as population density, capability of the economy, infrastructure
and suprastructure. After the inauguration of the Governor of the Northern Maluku
Province and the displacement of province capital to Sofifi, the discourse become
stronger. Thus, political consideration has become more dominant than the
improvement of public services as mentioned in the objectives of regional autonomy.
