Summary: | Elderly was one of fundamental problems to be the focus of the
Government of Timor Leste. The government adopted a policy to establish the
elderly age category from 60 years upwards to be the target group who are
entitled to financial assistance from government subsidies under Government
Regulation No. 19/2008. The problem formulated in this research are how the
implementation of government policy to provide assistance to the Welfare
Fund Subsidy for Elderly in Timor-Leste? and what factors are affecting the
implementation of policies of Welfare Fund Subsidy for Elderly?. The purpose
of this study is to determine the extent to which policy implementation grants
subsidies to the elderly and equipment is carried out in Timor-Leste and to find
out what factors affecting the performance of policy implementation of Welfare
Fund Subsidy for Elderly in Timor-Leste.
This research is descriptive research. Data used included primary and
secondary data. The data analysis methods used in this research was
descriptive analysis.
The results of this study indicate that in terms of policy implementation,
the amount of funds disbursed was relatively still limited, there were elderly
who had not received a fixed subsidy funds due to administrative error, and
there was also an increasing number of elderly who received a fixed subsidy
funds. In addition, there were irregularities that occur in the implementation of
the policy. Judging from the factors that influence it, the factor content of the
policy gave no influence on the maximum implementation of policies, including
the socialization of the program by the government that had not fully carried
out, many problems associated with the work plan in the implementation of
government policy to grant subsidies for the elderly in Timor Leste. Viewed
from the coordination between agencies, there appeared to have a clear
organizational structure. However, at the level of implementation, there were
many irregularities in the field undertaken by local government officials.
Viewed from the human resource factor showed that both the quantity and
quality, the executive personnel of Welfare Fund Subsidy for Elderly was
relatively low. The facilities and infrastructure in its quantity was enough
because there were supports from the community who gave assistance of
facilities and infrastructure such as house as the place to learn and other
facilities.
