Summary:This study was observing about optimization of water resource toward irrigation canal hydropower of vertical axis movement as PLTMH that aimed to built a design, determine various blade corner and eligible turbine to be applied as PLTMH on irrigation canal. The vertical axis blade water turbine was a turbine that can be applied on irrigation canal with low-head. This study was focused toward design and construction of the vertical axis movement water turbine on irrigation canal. The water turbine has diameter of airfoil which using NACA 9512 of vertical axis-type, diameter of turbine rotor of 0.6 m, height 0.7 m. Number of blade 5 sheets in high-rise construction. The cord height was 0,25, height 0.35 m, and potentially to generate power as 295.73 watt on water current velocity was 1.13m/s by debt of 0.791 m 3 /s This study result shown a successfully designed of optimal turbine construction of vertical axis PLTMH that using well-functioned-alternator. Such attack angle may affect leverage force and resistance force and also found the best angle was 20 0 . The maximum power of turbine was 295.72 watt, its maximum efficiency was 58.56 % on angle of 20 0 , however, the bigger blade angle, the torch resulted will be smaller. Reviewing technically and economically of non-investment term, such airfoil-diameter water turbine was eligible to be applied as PLTMH, but reviewing it from investment side was not fulfilling eligible criteria.
