description The government has implemented several community empowerment programs for poor in accordance to decrease the number of them. However, these programs are not well targeted and inappropriate to the poor�s needs. LKM KUBE program is designed as one of the government�s efforts to help the poor�s problems by organizing them into joint business group (kelompok usaha bersama) and putting them as the members of LKM KUBE in order to make them being able to build cooperation in their groups, to enhance their knowledge and skill through the groups, to increase their charity between the groups� members, and also to bring them nearer with investment access. Through LKM KUBE, as it is hoped, the poor are able to access venture capital and increase their income and social prosperity. Problem formulation in this research is how the LKM KUBE has been implemented in Yogyakarta. Those implementations cover: a. Input (Human Resources, financial support, tools, material, marketing, management LKM KUBE), b. process, c. output (physics) and d. outcomes (advantage). Methods that had been used in this research is qualitative. Data had been gathered from the informants and participants. Key informants in this research are the manager, the supervisor, the board manager, members, the coach, and the associate of LKM KUBE. The informant determination was done through Purposive Sampling technique. Meanwhile, data collection technique used participant observation, indepth interview, and documentation studies. The examination of data validity had been done through increasing the diligence, triangulation (sources, technique, and time), and references. In this research, theory that had been used by the researcher is James P Lester�s and Joseph Stewart�s (2000) in Winarno�s (2005: 102). Implementation on the other side is a complex phenomenon that might be understood either as output or result. Meanwhile, the empowerment aspect uses Jim Ife�s empowerment concept. This research had concluded that in its implementation, KLM KUIBE has given a lot of advantages both economically and socially toward the members. Only because of mistakes on target determination, LKM KUBE can only be accessed by vulnerable population. Therefore, the poor group that should be the main target from this program were actually less able to access LKM KUBE.
