Summary: | Decentralization is one of the systems currently being implemented in several countries
demokarsi. Timor-Leste is a new State in the second millennium of this era is planning several
years ago to implement decentralization in all districts of Timor Leste. The challenge facing
today is not yet completed legislation that supports the implementation process, in addition to
public demands for decentralization immediately implemented in their areas, of development
that is more felt by the people in the interior. Therefore this study aims to knowing the
Implementation Process of Decentralization Policy, which is measured from the indicators of
political socialization, political support and commitment of the leadership.

The research was conducted at the Office of the Ministry of State Administration and
Regional Planning Timor Leste using qualitative research methods, with the type of descriptive
research approach. Primary data obtained from direct interviews with informants consisting of
the Secretary of State for Administrative and Reform, Geral Inspectur, Director Geral, 6 of the
National Director in the Ministry of State Administration and Regional Planning (MAE-OT),
two informants of the National Parliament one of the informants from opposition parties and a
coalition of people from the party informants, 2 Regent / Administrator, 2 village heads.
Secondary data obtained from literature searches, data observations, ie, from direct
observation of researchers in the field.
From the survey results revealed that from the aspect, of political socialization of the
parties who have so far not managed to convince the people in the socialization of
decentralization that will be implemented, given the socialization is done not optimal means
that the focus of socialization is not directed each party put its own program . In terms of
political support, political support from the opposition that has no desire to quickly implement,
but from the coalition parties are considering have not seen the willingness of each party who
joined the coalition is busy with their promises at the last election campaign . In terms of
commitment of the leadership has not maximum because of the political circles of the party
most concerned with the interests of each and still no commitment either in order to
implement this decentralization policy.
Factors that influence the implementation process Decentralization Policies such, as the
politicization or political factors indicate that each party's current priority to the interests of his
party alone. Party leaders have shown a good willingness to consider the interests of society,
but most leaders still maintain the status quo, means to maintain the party's ideas and not
tailored to the interests of the general public.
