declaration: involving people with HIV and AIDS in the AIDS response, here
in after referred to as the principle of GIPA (Greater Involvement of People
Living with HIV & AIDS). This involvement is through: strengthening the
capacity and network of people who infected HIV and community-based
organizations (CBOs). In Indonesia, the development of HIV cases remains
worrying, until the end of December 2010 recorded 24 13. Who's in
Yogyakarta in 1288 cases. Responsibilities of the Government of Indonesia to
restrain the rate of HIV and AIDS set out in regulation No.75 of 2006 which
established the National AIDS Commission. In this NAC organization of
people with HIV and AIDS (PLWHA) occupies one of the important subject of
AIDS prevention, however, whether people living in Yogyakarta based NGO
has the ability to apply the principle of GIPA? How the tides they apply the
principle of GIPA for working in the PAC DIY? How did the PAC DIY
implement GIPA? Answer these questions will be addressed in this study
Objective: To review the process of implementing the principle of GIPA in
PLWHA NGOs in PAC DIY, and PAC DIY how also apply the principle of
GIPA in coordinating the AIDS response.
Methods: The study was a qualitative single case study design. Samples
were selected purposively, the data collected through observation (both direct
observation and participant observation), in-depth interviews and Focus
Group Discussion (FGD).
Results: Application of the principle of GIPA appropriate steps have not
reached the stage of participation as a partner. People with HIV is only used
as a symbol (token) in both theNGOs and people living with HIV itself or in the
PAC DIY.HIV NGO�s inYogyakarta PAC has not become true partners.
Conclusion: Barriers to participation comes as advocacy NGOs chosen as
the focus of people living with HIV has not consistently carried. Outreach
and advocacy-oriented NGOs in the number of HIV-positive too, so the quality
is lacking. The involvement of people with HIV in AIDS is still, as the
executor has not been on policy makers. |
