Government�s synergy could be seen from ocean policy which involved locals and
private section, universities as well as banks, as a collective attempt in improving the
effectiveness of upgrading efforts in gaining benefit from global market.
The concept of upgrading was one of the Global Value Chain analyses, as a
method which focused on value addition of product distribution in the global market.
Upgrading was defined as a strategy or attempt to increase certain product�s quality
so that it would hold a higher value locally.
The research results explained that fishery sectors in South Sulawesi region
has been conducting upgrading in form of product upgrading and human resources
upgrading. Although in the process of its upgrading, government�s inconsistency as
the policy maker was taken place. It was proven by the fact that there were still a lot
of fishery actors such as fisherman, who still suffers from poverty, and also
businessman who countered obstacles in gaining capital, technology, and better
marketing. |
