Summary: | Socio-Economic Community Treatment Program (P2SEM) is one of
policy interventions to avoid social contraction after rising fuel prices. However,
the implementation of this policy can be categorized as corrupt policies taken
jointly by the Government of East Java Province with the House of
Representatives of the Province of East Java.
Authority and an almost unlimited powers that the legislature has led to
the abuse of authority of members of parliament. Power is often used as a tool of
legislative bargaining position in building relationships so that open opportunities
for practices and corruption kolutif. Protective action policy used as a tool of
corruption. in addition, political parties also have a stake in encouraging acts of
corruption committed cadres. In this context it can be said that the state became
involved (victim participation).
These conditions increased the opportunities for bribery, graft, budget
cuts and other modes of corruption. This will result in losses to the country and
bring benefit to certain parties who play in the space kolutif-corruption. One form
of corruptive kolutif between legislative and executive branches are the
legislative approval of the agenda for the proposed executive compensation, the
legislature can take advantage of material and non material from the agenda, as
well, executives can benefit from the agenda, or both benefit from the agenda
particular, both for the benefit of members of parliament in a personal or group
interests and the interests of its class.
A case study of choice in this research with the aim to analyze in greater
depth of corruption cases P2SEM so chronologically from the beginning of this
program was born until the stage of implementing the fund distribution and target
groups so that programs can be analyzed in greater depth. In addition, research is
also conducted to get an idea how the corruption of the mode in P2SEM, who the
actor who played behind by examining the political context of the 2009
legislative elections and local elections in 2008 the East Java Province, which is
believed to be the main drivers of the birth of P2SEM policy.
