implementation. This study is conducted to identify the inconsistency among the
Medium Term Regional Planning (RPJMD), Strategic Planning and its
implementation along with the factors that influenced.
This research method used was qualitative method using deductive reasoning.
Empirical facts and symptoms listed in the document preparation process of
planning and implementation are described qualitatively. Content analysis method
is used for data analysis between planning documents and its implementation.
West Sulawesi has been preparing and implementing Medium Term Regional
Planning (RPJMD) and Strategic Planning. In accomplishment, both two planning
documents, which has been drafted, is not yet able to effectively be a reference for
accomplishing the development. Empirical findings proved that the inconsistency
between the document planning and implementation occurs in two parts, namely:
