The absence of a study of the effectiveness of the implementation program that has been running nearly a decade makes The Ministry of State administration is as Manager public administration management in public service in the Act, whereas administrative procedures and systems in the public service still looking weak, the role of the bureaucracy in the provision of public services which are efficient and effective, accountability and responsibility has yet to be done because all of the system of Government in the administration of construction and regional development policy implementation of the program is still in the implementation of the Central Government. This is the cause of the weakness of the quality system settings and administrative procedures in the development of Government policy and administration. And the placement of the structural and functional yet officials tailored to the capabilities of the resources of government agencies as well as not to make changes to the structures, norms, values and culture are always oriented to the regulatory authorities, so as to have caused the failure of efforts to meet the aspirations and needs of the community, not to the creation of standardized culture of public service. To know the implementation of administrative reforms in the field of administrative systems and procedures it uses descriptive-qualitative research design using a case study approach in order to gain a deep understanding of the phenomena that occur in the field. Data obtained by interview techniques, observation and documentation. As the research results obtained of systems and procedures for the administration of the views of the form of a working relationship between the National Directorate and areas with other areas, and a network of cooperation within the system of managing the process of administrative relationships among National Directorate and other areas of the region, yet there is a clear form of system settings and the settings of network development in cooperation with the various aspects of the area linking its utility. Necessitating the creation of a strong system settings and system settings form and development of cooperation networks between National Directorate and areas with other areas, in the maintenance and development of existing systems, so as to streamline the process of the relationship between the Administration and the National Directorate of areas with other areas and can leverage existing cooperation networks with other areas in the future will come. As for factors that affect the implementation of the system and the administrative procedures of the level of capability in the implementation of the system and procedures for the management of administrative relationships in the process of the Ministry of State administration and Territorial Improvement, namely the ability of the resources of the apparatus is a variable in the placement of the structural and its current status has not been acting in accordance with the level of education (the ability of the intellect) and an area of, and policies practiced self capacity building have not utilized optimally, necessitating the existence of structural and functional Office placement should be adapted to the level of education and can be utilized resources of the Government apparatus including quality who have completed secondary education.
