description The idea to conduct this study stems from the conflict between indigenous peoples and the governments in the management of gold mines in the Village Poboya Palu of Central Sulawesi Province as a result of government policies that tend to ignore the rights and interests of indigenous peoples in the management Poboya gold mine , namely the issuance of Circular Letter No. Palu Mayor Number: 610/0185/3/2009 dated March 16, 2009 on the Prohibition of Mining Activities in the Village People Poboya and Central Sulawesi Governor's Decree Number 180/345/Biro Hukum-G.ST/2009 About Control Gold miners at the Village integrated Poboya.This study was conducted to find the answer to one big question, namely why the local government policy towards the management of gold mines in the Village Poboya tend to ignore the rights and interests of indigenous peoples so that the causes of conflict, identify who the actors involved and influenced the birth of the policies local government's management of gold mines in the Village Poboya and interests of each actor, as well as describing the political dynamics that characterize the birth of the policies of the local government.   The theory used in this study is the theory of economic value and scarcity of natural resources, political economic theory, namely public choice theory (public choice), the theory of rent-seeking hunter (rent seeking), as well as the theory of economic regulation. The research methods used in this study is qualitative research methods. Based on the survey results revealed that there are several actors involved and the effect on the birth of the policies of governments towards the management of gold mines in the Village Poboya along with their own interests. Actor consists of national actors and local actors. National actors consist of: (1) Entrepreneur / Private, namely PT. Bumi Resources, a subsidiary of PT. Citra Palu Minerals that have an interest to gain profit doubled from Poboya potential gold mine, (2) The President who has a political interest to conserve power, (3) The Minister of Forestry who has a vested interest in securing the position, (4) Minister of Energy and Mineral Resources who have an interest to secure the position. While local actors include: (1) Governors who have political interests to conserve power, (2) Mayor / Deputy Mayor who has a political interest to conserve power, (3) Police officers who have economic interests, (4) Indigenous people who have an interest joint Economic, defend indigenous rights, and protecting the environment. (5) Non-governmental public interest in protecting the environment and defend the rights of Poboya. The birth of the policies of governments towards the management of gold mines in the Village poboya tinged conspiracy with the company, the central government, and the police. Local governments in making policies to put forward their personal or political interests and does not accommodate the aspirations and interests of indegenous peoples Poboya.
