Summary: | Poverty was a serious issue in Indonesia. Such complicated issue
encouraged to formulate poverty reduction policies into the national development
programs. A type of policy was implementation of community empowerment
through the National Programs on Independent Urban Communities
empowerment (PNPM-MP). The arrangement of this thesis was resulted from
study on implementation of PNPM-MP held in Kota Tengah district Gorontalo
city as a governmental policy to address the poverty issues in Indonesia.
The study purposed to analyze the course of implementation on PNPM-
MP in Kota Tengah district, To know public response toward the program
implementation, and also to know factors affecting the program implementation.
While the approach used in this study was qualitative and the methods of
collecting data is observation, interviews, and documentation. It was also
conducted data analysis. From the analysis conducted, it determined that programs
implementation on each stage normatively has been accomplished.
It was existed a conformity between provisions of program guidelines and
the implementation on the community. However, Considering the implementation
as an empowerment policy, Substantially, it was still far from the expected goals.
It was supported from analysis of public response to the implementation, Program
either as process of communication which has been conducted, the availability of
resources, to the implementers� attitudes which affecting participation of the
community in implementing the program. In addition, It was known some
dominant factors affecting the implementation of this program entirely, There
fore, it needed a change and improvement.
Some recommendations for improvement in implementing the program
were: 1) It demanded the ease and more opportunities for the poor in to make
decision in the program. 2) It needed a simplification in procedural activities of
the program. Such as PJM preparation, Arrangement of proposal activities, And
also their utilization. 3) It needed an effort of training and guidance to prospective
members and members of KSM through non governmental partnership. 4)
Consideration should be reshuffled and evaluated toward the implementers those
incompetence in implementing the program. 5) It needed an effort of areas
allocation on local development for public as yearly to make this empowerment
process sustainable.
