The theory used in this study is based on opinion about the causes of the
emergence of middlemen in the public service in addition to other theories that support
this research is the theory of "exit" and "voice" that expressed by Albert Hirschman
which states that public services can be enhanced when there is a mechanism "exit" and
"voice". While the methods used in this research are descriptive method with qualitative
research focus is the behavior of Brokers in the maintenance of the land certificate at
Sleman District Land Office. Informants selected were those deemed to know and be
involved in ministry. Observed phenomenon is: behavior of Brokers in the applicant
interacts with certificates and with the apparatus. The data used are primary data obtained
directly from informants and secondary data obtained indirectly. Technique data
collecting by interview, observation and documentation. While for the analysis of data
using descriptive qualitative techniques.
Results of research on the behavior of brokers in the maintenance of title
deed shows that the official maker of Land Act (PPAT) as a public official (public) with
the authority to make certificate of Land identified as an intermediary "broker" with a
formal identity. Formal identity of its making PPAT always interacts with the apparatus
that enables the symbiotic relationship mutualism. These relationships also create
opportunities for brokers in the management practices of land certificate. Besides, based
on research results PPAT is considered as an alternative option in the management of
land certificate due to the lack of fasting citizen user, applicant to service the Land
Office. Thus PPAT to create a mechanism "exit" to service the maintenance of the land
certificate. |
