| Summary: | City of Bekasi is one municipality located in the region of West Java
province, which borders directly with Jakarta located at an altitude of 19 meters
above sea level with an area of 210.49 km2 and has 12 District which consists of 56
Sub-District, and has a population of 2,319,518 inhabitants. When seen from these
data indicate that there is need for efforts to improve or advance the region by
granting regional autonomy through the broadest. To be able to implement regional
autonomy is the need for human resources professionals, skilled in performing their
duties and responsibilities. Duties and responsibilities that have been carried out by
the Government of Bekasi to promote and enhance the region towards a prosperous
society by implementing empowerment for local government officials.
The purpose of this study was to see the process of empowerment of local
government officials in implementing regional autonomy in order to foster regional
development into a prosperous community and implications for the resilience of the
region.
The research method using descriptive quantitative research methods based on
the percentage, the sampling technique using stratified random sampling method by
the number of 70 respondents 10 respondents who provided a resource that is
considered research interviews can provide accurate data and 60 other respondents
which is the source data through a questionnaire presented by researchers, in addition
the researchers also obtained data using these books journals, reports the performance
of government agencies as well as using the documentation through photographs and
recorder.
The results of these studies indicate that the efforts made in the
implementation of the Jakarta City Government apparatus to implement the
empowerment process of recruitment, discipline and job placement office showed an
improvement, in addition there are still obstacles or barriers include a limited budget
and still in the development employee the presence of human resources who work
half the liver so that in carrying out duties and functions are not effective and efficient
as possible this will not result in the achievement of organizational goals. Bekasi City
Government, in implementing regional autonomy through empowerment apparatus
can work effectively and efficiently and professionally as well as providing excellent
service to the community towards good governance in realizing the goal of autonomy
under the laws of 1945 and Pancasila.
