Summary: | This thesis describes the entrepreneurial spirit of the leadership of Yogyakarta�s
Mayor. The main argument of the thesis is that the entrepreneurial spirit in the leadership of
the government bureaucrary is the concept giving important contribution toward the
increase of the performance of the goverment bureaucrary. One of the regional heads
successfully applying entrepreneurial spirit is Yogyakarta�s Mayor.
The problem of the research is that how the Yogyakarta�s Mayor applies the
entrepreneurial spirit and whether it is able to institutionalize in Yogyakarta government.
The research aims at describing the entrepreneurial spirit applied by the Mayor in managing
Yogyakarta and at finding the entrepreneurial spirit which is able to institutionalize in the
bureaucrary of Yogyakarta government.
Entrepreneurial spirit applied by Herry Zudianto can intensely be felt. It is reflected
in the creative entrepreneurial spirit, bravery to take risk, ability to motivate the
subordinates to have entrepreneurial spirit. The creative entrepreneurial spirit is applied in
making policies felt by his subordinates ant the people of Yogyakarta. The creative policies
make Yogyakarta the model for other regional governments and get awards indeed. Herry
Zudianto also applies the entrepreneurial spirit of the bravery of taking a risk although it
has been refused by the civil servants and the society. He, however, is still focus and focus
and consistent in realizing the policy. He applies the entrepreneurial spirit of organizing
through delegating authority, supervision, and evalution. And, he applies entrepreneurial
spirit of motivating throught motivating his subordinates to have entrepreneurial spirit so
that the spirit is reflected in their daily behavior. Some officials. However, complain the
quick and the creative actions to solve the problem and realize the policy because they have
to follow the quick and creative work pattern of the mayor
Institutionalized entrepreneurial spirit is reflected in the strengthening of formal and
informal mechanisme. Legitimated entrepreneurial spirit in the rules and regulations will
automatically become the behavior that must be realized well by the the officials of
Yogyakarta government and the people in general. Entrepreneurial spirit also
institutionalizes to be responsive entrepreneurial governance toward the people�s needs
through strengthening the cultural values in which Yogyakarta government reacts and
responds quickly to the needs of the society. Entrepreneurial governance has future
orientation through the incentive for officials having innovative spirit and disincentive for
those having no innovative sprit. However, in reality, the reward is given to officials having
good performance but implicitly given to those having innovative spirit.
The research recommends that Yogyakarta government should give the reward
specifically having innovative spirit so that they are able to create the best and innovative
job to provide public services. Then, to realize the quick and the creative spirit, the Mayor
should understand the situation and condition of the officials and needs to motivate them
gradually
