So that the implementation of programs and activities have not provided an
optimal effect for youths to improve entrepreneurship ability.
Departing from the background of the above problems, the study aimed to
answer the problem is: How much synergy of government institution in the
implementation policies of youth entrepreneurship in Province of DI. Yogyakarta?
With the help of several theories about the implementation of public policies
and theories about the partnership, this study focused on four variables: policy,
actors, programs and activities, and patterns of synergy between public
institutions. Based on the flow of thought, the study conclusions are: (1) policies
at the national level has been set on the coordination mechanisms and
partnerships, while at the local level do not exist, (2) not all agencies related to
youth entrepreneurship, the agencies involved in youth entrepreneurship policy
implementation, (3) programs and activities conducted by public agencies to
overlap at the focus of intervention, (4) cooperation between public agencies that
do not form an association and still be partial based activities.
In connection with these conclusions, this study proposes the following
suggestions: (1) establish regulations governing the mechanisms of coordination
and synergy of partnerships between public institutions, (2) increasing the role of
Kemenpora for coordination between central and local government institutions,
(3) build agency partnership led by the Governor through the Regional Secretary,
(4) establish an integral planning system, and (5) promote cooperation between
public agencies in a holistic and integrative. |
