description The general objective of the present study is to identify the implication of regional autonomy policy on the utilization of road infrastructure in Banyuwangi Regency. The general objective of this research above is with a identifying the way of local government policy and management of road development in regional autonomy and before regional autonomy. There are three step of this research to see the implication policy of road development in Banyuwangi Regency. The first step is to see the physical condition of regional road in Banyuwangi, the capacity of regional road and the functionality of regional road in Banyuwangi. The analysis techniques for identifying road policy, management system and physical condition of road in Banyuwangi regency used description of literature and several data from institution that related with road development. Inequality measurement (Lorenz curve and gini index) analysis used for identifying capacity and functionality of regional road development. The result of this research is the physical condition of road in Banyuwangi Regency after regional autonomy is better than before regional autonomy period in terms of with length of asphalt surface. The capacity of road in regional autonomy is better than before regional autonomy period. That shows with inequality opportunity of household mobility in regional with Gini index value as 0,8131 and for 0,3094 for regional autonomy and before regional autonomy. The functionality in regional autonomy more runs properly than before regional autonomy period. This clearly indicates in inequality opportunity of household mobility in rural, agriculture and coastal areas during before regional autonomy. From the analysis conclude that the way policy in Banyuwangi before and after regional autonomy is not different. The inequality opportunity of household mobility in regional autonomy is better than before regional autonomy. There is matching both the way of local government policy in regional autonomy period and field implementation. There are also having different responses about regional road management system before and after regional autonomy in Banyuwangi regency between local government and community.
