Prisoners for narcotics cases, which belong to these criteria, include the people who have stored, become couriers or brokers, or who simply grow marijuana (Kedaulatan Rakyat, 2007). To suppress the increase in drug cases, the Ministry of Justice and Human Rights of DIY, has established a Soecial Penitentiary of class IIA for Yogyakarta, designated for inmate of drug case, independant and incorporte different development patterns with the general penitentiary. While treatment and approach in the penitentiary for narcotics cases must use two aspects of treatment and approach, which is carried out, namely by medical care and guardianship. Both for users and dealers who in fact are also user. This study�s objectives are, Descriptively, to seek a clear view about guardianship for inmates at Penitentiary Class 11 A Narcotic Yogyakarta. Creatively, to find the obstacles that impedes the efforts to increase the legal awareness for prisoners of drug abuse. Innovatively, to know the steps and actions taken by the Narcotics Penitentiary Class 11A Yogyakarta, in improving the legal awareness of drug abuse prisoners. The results of this study shows that, 1) Pattern guardianship for the Prisoners conducted at Penitentiary Class 11 A Narcotic Yogyakarta consist of: Coaching Personality, Coaching of intellectual ability (intelligence), Coaching of legal awareness, fostering self-integration with society, self-reliance. 2) The obstacles faced by Narcotics Penitentiary Class 11A Yogyakarta In Improving Legal Awareness For Prisoners of Drug Abuse, namely Problems of Human Resources, Legal Problems, problems due to the Reformation of Law. 3) the efforts made by the Narcotics Penitentiary Class IIA Yogyakarta, In Improving Legal Awareness for Prisoners, of Drug Abuse, is Phase One, the early stages of development, the Second Phase is advanced development of 1/3 to at least 1/2 of the prison term, Third Phase is advanced development of 1/2, to at least 2/3 of the prison term, and prisoners have acquired physical, mental and development skills, then activities will be extended by conducting assimilation with the community and the Fourth Phase is advanced development phase of 2/3 of the prison term, and the prisoners concerned, is considered ready to be deployed back to the community.
