Summary:Problems faced by Indonesian government in education are dealing with the obligation to serve qualified education for citizens as stated in Laws and Regulations. While, on the other side the problems are still sourced from lack of economic ability of country so far. Although the laws principles to increase qualified education are very strong, nevertheless after seven decades since the independence, the education problems still appears to be a threats for government eras. Rencana Pembangunan Jangka Menengah (RPJM) describes some problems faced by Indonesia recently. In the middle of fund limitation and people doubt, he government issued policies to overcome educational problems. One of the specific targets as stated in RPJM is increasing of citizen educational level that is 1) increasing of citizens percentage who are able to complete the basic level education and 2) increasing of citizens participation significantly who follow the middle level education through Program Wajib Belajar 12 Tahun. Educational problems faced by government, particularly Government of Kabupaten Sleman is the access extension to gain basic to middle level education for students of lower class family through Program Wajib Belajar 12 Tahun. Implementation from the program is written based on research during 2007-2010. Some factors influenced the success of the implementation program are communication, human resources and bureaucracy. Among those factors, bureaucracy is considered very influential to the success of the program. Local government support is very definitive in succession of the program, starting from distribution of educational aids for headmasters that have to be appropriate to the bill and punctual. It is avoided for the aids not to be stuck in bureaucracy level. Government is demanded to create regulation about standard of Biaya Operational Pendidikan (BOP) to answer the problem, because, in fact, in field there are many schools that create quotation to students by name of particular programs. Increasing chance to gain education for students from lower class family, nowadays, is not implemented well. It occurs because the education is still oriented to the support of government and, in fact, it is not enough to be implemented to the students from lower class family.
