Summary:Law no. 21/2001 about Special Autonomy for Province of Papua is an acknowledgement from the government of the Republic of Indonesia about the operational of local government in Papua. This law is also known as an acknowledgement from government about identity and rights owned by Papua�s local people and also as conflict resolution between people in Papua who in one side were willing to separate from the Republic of Indonesia while government in the other side was not supportive with that. The law consists of some particular authorities given to people in Papua as affirmative action policy. The affirmative action policy�s implementation includes giving structural bureaucracy position is an interesting issue to get a research titled �Affirmative Action Policy (The Implementation of Papuanisation of Bureaucracy Position and the Leadership of Local People of Papua in Jayapura Regency�s Local Government Neighborhood in Special Autonomy Time).� The formulation of problem is: How does the appointment of local people in Papua as bureaucracy official in Jayapura Regency�s local government get done? Why is the appointment committed as affirmative action policy? How does the implementation of affirmative action policy in time of special autonomy in Papua Regency go? And how is the implementation of leadership of local people in Papua as bureaucracy official in special autonomy time? To answer these, the writer uses qualitative descriptive research method to describe research�s object and subject. To collect data, the writer chooses documentation technique and interview. Respondents in this research are Baperjakat Team in Jayapura Regency, bureaucracy apparatus in Jayapura Regency�s local government, and some stakeholders such as academician, journalist, religion prominent figure, youth prominent figure, etc. The research result shows that Papuanisation of bureaucracy position and the leadership of local people of Papua in Jayapura regency�s local government can happen because the affirmative action policy for local people in Papua can break current personnel regulation. Weak rules along with strong intervention of political officials in appointing and allocating local people in Papua into structural bureaucracy position cause this process and so does Papua-non Papua status factor. The appointing of local people in Papua is meant to stabilize operational of government and Indonesia�s sovereignty as well. Allocating process for local people of Papua in 1 st and 3 rd echelons is should be done by affirmative action so that local people will be accommodated in structural bureaucracy position as their incapability in merit system compared with non Papua civil servants. The research proves that internally, bureaucracy of local people of Papua has strong influence to get strategic bureaucracy position
