give help to society by beras miskin aid program (rice for poor society). The
purpose is to decrease poverty and life burden of poor people. Parigi district as the
location in this study is one of a district that gets help of beras miskin aid program.
In which, Parigi district is an infertile land which is dependent upon helping of
beras miskin in fulfilling the food need of Parigi�s society. It is because of the
consumption system changing at Parigi�s society from corn to rice. The program of
beras miskin aid is expected to be a solution for poor family to create society social
resilience. As a result, it can increase national resilience.
This study used descriptive analysis method with example study approach.
Technique of data collection includes observation participation, intensive
interview, and grouped interview to librarian or document. The informants in this
study consist of poor family in Parigi, custom figures, people, and government.
Analysis technique used in this study is interactive analysis model that is an
analysis that involves three big components, namely data reduction, data display,
and taking a conclusion. Besides that, the data are analyzed by qualitative
descriptive. Furthermore, the theories used are poverty concept, social resilience
concept, work evaluation of development program, and social changing.
The result of this study shows that food aid program done by government to
decrease burden of poor family is not run well yet. In which, there are still many
weakness in implementation of this program like unsuitable target, decreasing of
socialization, and transparency in distribution, and there is unsuitable the number
of availability between beras miskin aid and poor family. Nevertheless, if it is
viewed from society social resilience, beras miskin aid can keep society food
resilience. Moreover, the implication of beras miskin aid to society social
resilience can be seen in three aspects, namely economical, social, and political
resiliences. In economical resilience, beras miskin aid program can be a solution to
poor family in fulfilling their food need. Likewise, in social resilience, beras
miskin aid program can create harmonious life and high solidarity in society life. In
political resilience, beras miskin aid program can create conducive politics for
society in Parigi. As a result, these phenomena can help to increase national
resilience.
The conclusion of this study shows that beras miskin aid program can be a
solution for Parigi�s society in keeping food resilience for poor family in Parigi. If
food resilience is good, national resilience will be better. Besides that, the
government needs to reevaluate beras miskin aid program for improvement or
perfectness to next program. |
