The involvement of all interested parties including local communities in natural resource management is also increasingly acknowledged. The objective is to improve living standards and welfare of the community as well as to achieve environmental sustainability. The collaborative watershed management based on the Ministerial Decision No.P.24/Menhut-II/2009 is a form of recognition of the involvement of all stakeholders in watershed management. To stimulate community to be more interested and willing to participate in watershed management, the Payment for Environmental Service (PES) is deemed as one appropriate scheme of watershed management financing in Indonesia. Stakeholders in Cidanau Watershed Collaborative Management in Banten province have succeeded in implementing the PES program. However, the empirical evidence about the success and the impacts of the program to the community development both economic impacts as well as social impact is not yet recognized. Therefore the research to provide this information is needed. The research is conducted using a qualitative method to compare the level of community participation in the program and the sense of community awareness on watershed conservation. Before-and-after analysis is conducted to seek the data about the difference in household income before and after the program in the two different villages, Citaman and Cibojong village. Regarding community participation in the program, the study found that the form and level of community participation in the two villages was different. Willingness to participate of respondents in Citaman village is higher than that of Cibojong village. A good local leadership in Citaman village leads to improve community participation and the awareness of the local community to participate in the program development. In terms of household income, the research has found that the participant of the program had better off after joining the program. The research also indicates that the program in Citaman result higher economic impact than in Cibojong. An increase in household income of farmers can be achieved as a result of funds utilization for productive economic activities and improvement in agricultural management. In the fund utilization, the case shows that it is important to give and create within the community more chances to identify their own basic needs to achieve a program goal. This will increase their interest in the program so that community participation can be stimulated. Finally, the research shows that some variables indicate that the respondents in Citaman who have higher sense of awareness on watershed conservation, have succeeded in maintaining the program until 2010. The sense of community awareness about watershed conservation that clearly identified can be the basis for policy makers to design development programs in watershed area that meet their stated goals while preserving the community.
