Summary:Law number 22 of 1999 about the local government and the law number 21 of 2001 about the special autonomy have effected on several of regions extension in the Province of Papua. Some of these regions are capable to be independent. However, some others remain incapable due to the lack of government competence. This research aimed to measure on how far the region extension policy create the autonomous regions� ability and what factors influencing the policy on the Supiori Regency and Sarmi Regency post the establishment. This research uses the rationalistic deductive method thorough triangulation method. Data analysis uses the qualitative and quantitative. The policy on region extension of the district of Supiori and of the district of Sarmi is not based on the academic analysis but based on subjective-political consideration. The empirical data indicate that scores reached out by the two regions are following (1) the Supiori Regency is 108 or 30, 5 percent, and (2) the Sarmi Regency is 122 or 35,9 percent. It means that the economic ability of the two regions are in very unable category. Also, the fact is that the policy on region extension of the two regions is influenced by the supporting factors and obstacle factors. The supporting factors are local politic about disintegration, regional economy to solve the fail of the concept of KAPET and the long period of controlling. The obstacles are the least of urbanization, the success of social policy on family planning, and culture which strict to consumerism, custom pattern of leadership and custom rules.
