Summary: | Sempor reservoir is a surface water source for various community
activities, like irrigation, domestic, industrial as well as for hydroelectric power.
Located in Subdistrict Gombong, Kebumen regency, Central Java province. Now
this reservoir capacity decreased, while the water needs of the community for
various purposes such as irrigation, domestic, industry, hydropower tend to
increased. The water required to evaluate and identify to related problems about
the availability and utilization of water in the reservoir, this made independent
Sempor Reservoir in its management. This to ensure sustainability and function
the water resource building that was built. This study was intended to get the
value of selling water in reservoir, so it can be used to pay operations and
maintenance.
Optimum revenue calculation for Sempor Reservoir in water
management was performed by analyzing the utilization of water optimization
using Linear Programming method, and combined with Standard Operating Rule
reservoir to setting release. The calculation result was compared between the
water allocation to the prices which charged to the beneficiaries, so that the break
event point between revenue with operating costs and maintenance of reservoir
can be achieved. Reservoir release simulation has been performed for the years
2011 to 2025. The Reservoir inflow which it used for calculation has been
obtained from the recorded monthly average discharge on AWLR Sempor. The
outflow has been calculated as a target release of water needs for irrigation,
domestic and hydroelectric power. The prices which charge to the hydroelectric
power was the same prices as the irrigation prices.
Research shows that the proposed water price of Rp. 79,43 percubic
meter. This price applied for the first five years starting in 2011 until 2015,Rp.
81,96, and Rp. 96,57 for the second and third next five years. Applying that prices
made independence reservoir management in the operational and maintenance
costs can be achieved. The changing price was proposed every five years, that was
performed to simplify the process of socialization.
