description | In Banyuwangi there is a bus terminal, where its condition is not in accordance to
the expectations of the existing users of transport services in the area. The
terminal is only used as a place of departure and arrival of passengers who use it
as their travel origin and destination. Meanwhile, the inter-city buses that go
across the province through the terminal never stop at the terminal. This is
because such buses have picked up passengers in the front of ferry port.
Passengers prefer to take the public transport in front of port because it is easier
for them to choose kinds of transport that they want. The location of the port
adjacent to the railway station is also not very strategic. In regards to these
problems, this study is expected to indicate an ideal terminal design in accordance
to the demand of the public on using the existing transportation services with
intermodal terminal linkages. This is considering that the construction of the
existing terminal was not based on an advance planning studies, so that the
location is very far from train station and harbor.
To achieve the goal, Geographic Information System (GIS) is used as a tool for
visualization and analysis employed Multi-criteria Evaluation (MCE) to determine
whether the new terminal will be better than the old terminal. In addition, the
researcher also conducted an interview survey of transportation actors, in this case
named as a community development perspective such as with operators,
passengers, government and surrounding community. From the result of the
study, it is showed that in accordance to the standard set by the Ministry of
Transportation for the terminal type A which says that the minimum flow of
vehicles is 50 - 100 vehicles / hour, assuming that the minimum of vehicles
entering the terminal is 1,200 vehicles per day, the terminal has not meet this
standard. The field data obtained show that vehicles entering the terminal are 130-
173 vehicles per day. It means that the number of entering vehicle is only 15% of
the required number for terminal type A. As for public transport passengers up
and down with the assumption that the load factor of public transport with 50%
estimated for 1 (one) day to reach 60.000 people but from the data that there is a
passenger in one day only 2.364 people, which means only 4% of people who use
terminal.
From these findings and also interviews with community of transport services
users, operators, governments and communities, it is revealed that they want a
new system that is more integrated, such as intermodal systems which provides
greater benefits. They expect that any new bus terminal will be connected with the
port and rail modes. |
