| Summary: | Partnership between public and private sector is a form of cooperation
between two sides which are in the same position. Both sectors bind themselves
to build mutual benefits in order to improve public services. The partnership is an
arrangement between the public and the private sector to provide various types
of public services such as development infrastructure, provision of community
facilities and etc. This partnership is marked by the division of investment, risk,
accountability and respect between the public and the private sector. The
reasons behind the emerge of the model are generally associated with the
design, financing construction, operation and maintenance of infrastructure
services. This study aims are to determine the partnership that have been built
by the government of Makassar with PT Tosan Permai Lestari and also to know
the implication of the partnership upon the public services� quality in the Karebosi
field.
The study is conducted in the city of Makassar with Karebosi field as a
review of case. This research is a kind of descriptive study by using qualitative
methods. The primary data obtained from deep interviews with informant which
is also become a key informant. In addition, the data also come from documents
and observations that have been made on the site.
Result shows that the partnership between the governments of Makassar
with PT Tosan Permai Lestari is a form of cooperation that can produce positive
output. This good result can be used to solve most of problems that has been
faced by the government in providing public services. This cooperation has been
through a long process
