Summary: | A disintegration of the air navigation service providers in Indonesia become
the weakness in the service distribution. This problem relates to the provision and
coordination of the air navigation services, therefore the government through
Laws of Republic Indonesia No. 1 of 2009 concerning Aviation decided to
establish a single air navigation service provider to serve air traffic in entire
Indonesia airspace. The objectives of this research are to discuss the challenges
that may arise with the plan to establish the new single ANSP and to find the
relationship among effectiveness, aviation safety and single organization provider.
From the process conducted in the research, the author made a comparison
study between ANSP in Indonesia and Sweden The author could recommend the
most appropriate organization form that would be implemented in Indonesia. The
research was conducted using the qualitative approach and it showed several
findings and recommendations. The first are the problems that arise on nowadays
air navigation services providing process in Indonesia. The second are the
challenges of the establishment of new single Air Navigation Service Provider in
Indonesia and then, the author relates them to the aviation safety. The third is that
the new Air Navigation Service Provider would ensure the aviation safety in
Indonesia. The fourth, the author recommends the form of new organization that
conforms with the Law of Republic of Indonesia No. 1 of 2009 concerning
Aviation and ICAO Recommendations.
It can be seen obviously that the level of effectiveness of organization in
serving air navigation in Sweden is higher than in Indonesia. When ANSPs in
Indonesia merged to become a single organization, it could be calculated that
because of the enhancement each employee would serve 158.77 air traffics or
increasing by 58.64%. The company considers that for employment would
increase become US$. 20,032 per employee per year or increasing by 23.17%.
