Summary: | The problem of the study was how to build the capacity of the regional
development agency of Am Islands district to formulate local
development plan of education, health and infrastructure? The concept in
solving the problem in the education area was to organize well-planned
and systematic activities in improving the quality of the existing human
resources that they become independent in overcoming problems they face
in leading their own life. The concept in solving the problem in the health
area was to provide sufficient structure and infrastructure and also medical
professionals.
It employed two methods, which are literature study and in-field
study. The first was conducted by reading and studying books, literatures,
regulations, Internet sources, and other articles relevant to the thesis in
order to grasp a good theoretical understanding as the basis in collecting
data, while the second was conducted using direct survey of the local
government of Aru Islands district and interview with the parties
concerned and analyzing the improvement of the capacity of the regional
development agency in planning local development plan.
The concept in solving the problem in the area of structure and
infrastructure was to improve the existing structure and infrastructure and
to construct roads and harbors in increasing local original income. The
problems were solved using internalization in the domains of individuals,
system and organizations to make necessary changes in knowledge, skills,
attitude, and commitment that they were able to accomplish their activities
with better performance. It was expected that such changes would result in
the improvement of knowledge and in the further and predominant
changes. It was found in the study that the quality of the education of the
apparatus of the regional development agency was low, the structure and
the infrastructure was less sufficient as clearly observed in the equipment
and medical employees of the existing hospital, the less attention for the
condition of roads and bridges that investors must make more serious
consideration to make investment in Aru Islands district and hence it
became serious obstacle in increasing the target of the local original
income of the district.
