Summary: | This study focuses on how the recruitment of candidates who made the Golkar
Party ahead of elections Ternate mayor and deputy mayor of Ternate 2010 and a lot of internal controversy in the Golkar Party, where the Golkar Party cadres must eventually be eliminated as a candidate for mayor of the Golkar Party. This study describes and explains the recruitment process by the Golkar Party candidate in the election of mayor and deputy mayor of Ternate period 2010-2015. The purpose of this research to know how the recruitment of candidates is carried out by the Golkar Party on Election mayor and deputy mayor of Ternate 2010-2015, and why the candidate recommended by the DPD II Ternate Golkar Party, did not get approval or legitimacy of the DPP. Golkar Party in recruiting candidates, previously always gives priority or priority cadres to be nominated in both legislative and executive elections. In direct local elections that began in 2005 until the year 2010, the Golkar Party has guidelines governing the mechanisms to recruit. These guidelines were regulated through guidelines (operational guidelines) concerning the procedures for election of regional head of the Golkar Party. The results of this study indicate that Iqbal Ruray which is the Golkar Party
cadres Ternate and also Chairman of the Golkar Party DPD II Ternate, has been
established through Rapimda as a candidate for mayor of the Golkar Party. But finally Hi. Burhan Abdurrahman which is not the Golkar Party cadres at this time (non-cadre)
established officially as a candidate for mayor by the DPP Golkar Party on the basis of
survey results. This is caused due to a change in party policy at the end of the process that has lasted candidacy. Policy changes are delayed, causing an internal conflict of the Golkar Party of Ternate. In addition, policy changes facilitate the entry of the interests of some elite of the Golkar Party, both at local and central internal conflict which utilizes happened. Elite interests behind the candidates are an effort supported by the Golkar Party DPD II Ternate at the time would run for governor candidates in North Maluku gubernatorial election period 2013-2018. Indication of a conflict of interest can be seen from two different decisions among decision makers in the local and in the center, in determining the candidate or candidates of Ternate mayor and deputy mayor of the Golkar Party.
