description This study investigated phenomena on emergence of local boss, in using capitals he owned to hold and capture local strategic resources. This study is vital because local condition, through implementation of local autonomy, gave impression to reinforce effect of local boss interest. Register 42 is Industrial Tree Forest (ITF), one of six register clusters in Way Kanan Regency experiencing degradation and becoming competition of local actors (local boss). Action of competition was taken by illegally occupying, cultivating and planting land unilaterally without permission of PT. Inhutani V. So that, in process, both parties mutually wrestled and resulted in constellation, the constellation built relational pattern and basic reinforcement shown in efforts to develop legitimacy of land. Conceptually, process of constellation between both parties was built and mutually reinforced by basic capitals they owned. These basic capitals were social, economic cultural and symbolic capitals. These became support instrument to form force of local boss in reinforcing strategies. While strategies used were reproduction strategies and reconversion strategies. Data of this study were collected by using a case study with in-depth interview and written documentation. Interview was conducted to top level in governmental and private institutions, journalists, local figures, families, and farming cultivators. Results of this study indicated that characters found were corresponding to context in Indonesia. Although there were few items which were similar to and mutually completing theories of Migdal and Sidel, the emergence of local boss alone was triggered by specific networks maintained through cooperative programs, in addition to weak community in terms of economic aspect. In intermediary local economic systems supported by political oligarchy, they could develop and become parasites. Whereas, procedure used was to apply systems, political forces, and economic with tendency without nonviolence action.
