and private arbitrariness, especially in executing land belonging to
customary community, frequently triggered the rise of opposing
movement of the community. Therefore, this research aimed to
answer the following questions: (1) what caused the rise of opposing
people of Bangun Purba? And (2) how did the Bangun Purba�s
people oppose?
Given case study method, this research indicated that the
opposing movement of the Bangun Purba�s people against the state
and private took place dynamically, both underground and frontal.
For the people, ulayat land capitalization involving the state and
private was �rubbery� on rights belonging to the collective (ulayat).
Failure of peaceful negotiation used by the people implied in the rise
of opposing movement conducted underground (James C. Scott) and
there was change in oppositional pattern in the second phase,
opposition was organized and open (Antonio Gramsci).
Referring to theory by Ted Roberth Gurr, one problem root of
the rise of opposing movement was relative deprivation (gap)
between hope and reality. The Bangun Purba�s people expected
acknowledgement for their ulayat rights to land which was not really
responded positively by the state and private.
The rise of opposing movement of the Bangun Purba�s
people was also caused by internal factors of the people alone. Where
there was disappointed feeling of the people against customary
figures because they were suspected to play �eye� games or
cooperated with capital owner (company). Poverty condition fettering
the people was also one factor triggering the rise of opposition,
because their poverty condition was aggravated by land capitalization
of the state and private, where land is main source for their income. |
