Summary: | Border areas and islands are the two areas that still have serious
limitations, especially in terms of public service. Limitations of
infrastructure services, the location of the region and extensive
transportation infrastructure that is expected to facilitate the mobilization
of people, goods and services is still a serious problem. While at the same
time demand for services that cross borders - territorial and administrative
boundaries, including in border areas as well as maritime, is one of the
constitutional mandate that must be implemented, especially providers of
governance in the region.
This study aims to determine how the ability of local governments
in public service meyelenggarakan Morotai in the border regions of North
and South Islands Kayoa North Maluku Province, especially in health,
education and transportation. This research is a type of exploratory
descriptive study with qualitative analysis approach, starting with data
collection, data reduction, through inference, techniques of data collection
through interviews, focus group discussions, documentation and
observation in the border areas and islands. As the primary data source is
the source selected informen relevant to the issue of research and
secondary data is done through regional review documents, Law,
Presidential Decree as well as books, newspapers and websites that are
relevant to the topic of research.
From the results and analysis of data shows that organizing public
services in health and education sectors as well as the infrastructure is not
optimal. From the aspect of availability (availability), accessibility
(accessibility) and equity (distribution) and ketersesuaian (adaptability)
both health professionals such as doctors, midwives, and health personnel,
availability of other means of working paper is still very limited conditions
is exacerbated by the difficult access to services as well as weak economic
conditions, the threat of life safety hazard due to handling early. This
condition is also experienced in the field of education. The availability of
teachers is still very minin, infrastructure was minimal and the disparities
between regions lead the process of teacher education is not optimal. In
both the road transport sector both ground transportation such as arterial
roads and bridges that have not been open even part in damaged condition
and sea transport are minimal in terms of both number and travel time. As
a result, mobilization of goods or services to be hampered, economic
activity is not optimal and in the end people in both the border and the
island is still trapped in the isolation of berkepanjang. Security threat, a
very wide geographic conditions, and weak local government capacity
shown by the weak absorption of the budget to be one obstacle in the
implementation of public service both at the border or islands.
This thesis offers a solution in the administration of public services
in border areas and islands that is, strengthening institutional capacity,
governance and the provision of supervision calculation sufficient to
ensure the implementation of affordable public services.
