Layanan Umum), followed by the Government of East Java Province, that is by releasing Governor Regulation (Peraturan Gubernur) Number 188/442/013/2008. Governor Regulation gives flexibility to Menur Mental Hospital Surabaya. Hospital is expected to increase its service and performance to public for the agenda of improving common prosperity and the agenda of smarting nation life, by giving flexibility in monetary management based on economic principle and productivity, and the applying of healthy business practice. Research to this policy aims to get image of activity related to implementation of policy and identifies factors influencing implementation of policy. Based on result of research, it is obtained some node that in general mode on Monetary Management Of General Service Department in Menur Mental Hospital Surabaya has been able to realize the main purpose of the policy. Two years ( 2009-2010) after applying, has given improvement of performance value, improvement of growth of earnings, and improvement of hospital independence, and has given direct benefits in watering down drugs levying process, spent material, and equipments. Besides, seen from implementation indicators, policy has not fully can fulfill organization indicator, interpretation, and execution yet.
