Summary: | Background: The use of all available resources effectively in the
community health center requires a management and leadership within
the team. Managerial ability is the skill of managers in the primary health
care to build an effective team work. These capabilities, among others,
were ability to develop a team, to motivate the team and the ability to
manage team meetings.
Methods: This study is a descriptive study by using case study design.
Results: Head of the community health center has no role in the
management of human resources especially in terms of additional and
replacement personnel needed, mutation and increasing capacity. They
has made efforts to motivate staff at the primary health centre and it is
perceived very important to improving staff morale. There is an increase in
the frequency of mini workshops with the proposed activity is not
appropriate to community needs. Complicate the implementation schedule
of mini workshop health personnel from co-commmunity health center and
village health post for disturbing the implementation of activities at the
village level. In addition, substances that are discussed are not variety, the
implementation of the boring locations, and the output had no uncertain
terms, not according to the needs.
Conclusion: Head of primary health center have not been able to
maximize its ability to develop the team because of lack of autonomy in
the management of the resources of health workers in health centers. The
roles in motivating team work had been done through an appeal to
strengthen the sense of family, staff involved in activities, field trips, open
communication, transparency in financial management, administration and
proposal permits schools, and enforcement of the principle of fairness in
the distribution of honorarium. Head of the primary health center has not
been successful in managing meetings effectively in the clinic. To
overcome this it is necessary to change the meeting format and the
presence of expert persons who are competent in the implementation of
mini workshops.
