Summary:Background :Poverty is an issue that until now have not been able to be lifted in Indonesia. Health plays an important role in achieving MDGs targets, because 3 of 8 goals, 8 of 18 targets, and 18 of the 48 indicators relate directly to health. Law no 36 Years 2009 on Health,budget mandated 10% budget districts / cities outsideof salaries to health.And transparency are essential components to see the defense budget allocations in the city of Palangka Raya on the poor. Objective :to determine the level of transparency, participation health affairs budget on the poor in the city of Palangka Raya and explore the most dominant factor that can affect the health budget policy againstthe poor. Method :This study is a descriptive study by case study method. Test access to the transparency of budget document and in-depth interviews of multistakeholders Result :Budget Palangka Raya City Health has not reached the provisions of the WHO and Law No 36 Year 2009 on Health. Budget Direct has always experienced personal expenditure trends and the deterioration in the ride. Transparency still in the process invited participation. Many rides participation has not been built. Budgeting documents not yet publicly accessible, the farther on the budgeting process, the document is not transparent. Conclusion :Budget of the health sector budget in the City of Palangka Raya not pro poor. Many budget allocation and realization of inappropriate use. This is due to low participation and transparency of the budget document.
