Summary: | Waste management services isan essential public service. A good
performance is needed so that the waste management can be run effectively and
efficiently and provide satisfaction to the public as customers. This study aimed to
determine and analyze the performance of waste management in urban areas
Manokwari and its influencing factors. This study uses qualitative deductive of
descriptive by qualitative analysis method.
This study found two findings. First, from the total volume of 143.366 m3
waste which managed by the Public Works Department, about 78 m3 or 54% has
been managed. In quality, waste management service has been done by the Public
Works Department which considered unsatisfactory by the people in Manokwari
urban areas. Second, such performance is influenced by both internal and external
factors. Internal factors, namely: (1) organizational structure, in this case is not
appropriate when referring to the SK SNI T-13-1990 F, (2) the division of waste
management area, is oriented on the track and not the territory, (3) an limited
facility, in this case, it lack of number of collectors and transporters and a poor
condition of the final disposal site (TPA), and (4) funding, in this case the levy and
budget allocations are not sufficient for waste management needs. The external
factors include: (1) The physical condition of the region and (2) regional policy.
This study recommended, some steps to improve the performance of waste
management in Manokwari urban areas: first, improving the system by involving
village and district into a system of management by the Government of
Manokwari
