Summary: | The developments of information and communications technology allows
us to be able to access, manage, and empower information quickly and accurately.
This was followed up by the Central Government Regulation (No. 68 of 2010),
which mandates local governments to build information systems and
communication in the implementation of spatial planning.
This study aims to obtain a model of community participation online,
which can be applied especially in the city of Banda Aceh. Site selection is
supported by the fact that the people of Banda Aceh can easily access the internet
either for free or paid supported by the available number of coffee shops free
internet provider, the availability of free wi-fi facilities from the government,
availability of local ISP and National with high speed internet access (CDMAEVDO
and 3G-GSM), as well as the Samsung IT Learning Center building as a
center for information technology training for people for free.
The reseach showed that online participation models still need to be
supported by offline media participation. Further, the most appropriate models of
participation is through to media phone, sms, internet, official letters, and
complaint forms. Technically, the model is working as civil servants working
hours and by the civil service and involving private sector as a consultant. All
incoming information is managed by the concept of data mining to discover
patterns and published information as a source of knowledge for the community.
