description Papua Special Autonomy is a compromising policy offered by the Central Government to local stakeholders in Papua province to resolve conflict and to keep pace experienced by the province of Papua in comparison with other regions in Indonesia. The conception of special autonomy is based on Law No. 21 of 2001 on Special Autonomy. In this Law, Central Government provides a variety of discretionary authority to Papua to be able to realize a more pro-development acceleration of improving the welfare of indigenous Papuans, while also provided a dedicated funding source called by the name of the special autonomy funds. This study aims to find an explanation of how the special autonomy fund allocation patterns among districts / cities in the provinces of Papua and whether welfare disparities among districts / cities have been one factor that determines the amount of autonomy funds. Based on the results of data analysis, this study found two important things: First, There is a tendency to equalize the allocation among districts/cities in the province of Papua, there is little difference among the allocation of districts/city is not significant when compared to the differences in the development challenges faced by each area, it is also contrary to the principle of fiscal equalization which states that the amount determined by the allocation of funds over the fiscal gap is calculated from the differences in needs and fiscal capacity of the area. Second, the special autonomy fund allocation to the districts / cities in the province of Papua are not responsive to the welfare of the inequalities between districts/cities in the province of Papua. The results of Pearson correlation analysis between special autonomy funds allocated to the achievement of per capita income, human development index and the number of poor in each district/city from 2007 to 2009, found that only the special autonomy fund allocation significantly negatively correlated with human development index and not correlated significantly with the level of income per capita and the number of poor. In this context it was found that there are areas that have high levels of per capita income and the number of poor people who earn less amount of autonomy funds is quite high, while on the other hand, some areas that have low per capita income and the number of poor actually get quite a lot of autonomy funds are quite small. Under these conditions, the special autonomy fund allocation in the future requires a policy alignments in areas that have a low level of welfare for the achievement of the implementation of special autonomy can be achieved more widespread and effective.
